Each year the cutoff changes due to many factors like

• Total students appearing for exam.
• Total number of seats.
• Difficulty level of paper.

But based on previous year record, in 97.96 percentile you rank is 23000 approx. which means if you are general category student you will have tough chances to fetch CSE and ECE in top NITs.

But you have chance to get CSE and ECE in  lower NITs.

I my opinion instead of lower NITs, you must try for IITs CSE.
