Yes sure she will get mbbs in government college.
Better try in both all India and state counselling.

She can apply for both the all india counselling as well as the state quota counselling. You have to register for both the counsellings separately by filling the choice filling form and further seat allotment will done acc. to seats available amd your prefrences.
She will get admission in good college.
