Yes there are good chances of getting into the top colleges with 18k rank.
Colleges like Andhra University,GMR institute of technology, RVR college of engineering and few other JNTU affiliated colleges provide the seats for the general category  students with the rank but as no scholarship will be allotted to general category students student has to pay the total amount to the  college.
