Based on the percentile you have stated, the General Rank is probably 1512 estimating the total number of students appeared in the January exam was 145386. The final rank yet to be announced by NTA tends to  change depending upon the number of students appearing in the April JEE Mains exam. Based on the present rank you are eligible for JEE Advanced. As far as I know he might be eligible for the IIT and NIT as well.
