I am sorry to say but with your score, to get CSE from other state quota General category, it is not possible for you to get into the top colleges. However cutoffs vary every year due to the no of students appearing for the exam and counselling, paper difficulty level, demand of college, no of seats in the college, etc. So try your luck and apply for the counselling. Hope you get your desired college.
