No you cannotget CSE in first round, you should definitely get by last round in following colleges :

Gaya college of engineering
Shershah college of engineering
Saharsa college of engineering
Supaul college of engineering.

Hello,
Based on your BCECE 2018 rank, you have very less chances of getting admission in top colleges of Bihar state in the 1st round of counselling.You should participate in further rounds to get admission in good colleges.
