Unfortunately that doesnt happen. Virual Vacancies and free exits are always there. As in a student gets a cpllege allotted but surrenders the seat if she is looking for a better allotment. In such circumstances, the seats are filled in subsequent rounds of counselling. But there is no direct admission. On the other hand, if a student doesnt report within the alloted time, the student will have to forgo the Refundable fees. So no student can actually risk losing a seat and money by just not reporting.
