Yes definately you can appear in NEET counselling 2019 and also next year because NEET does not hold any boundation regarding boards. According to the eligibility criteria of NEET , anyone can appear for NEET belonging any board or any open board also , but he/she must have scored atleast 50% marks in Physics , Chemistry and Biology collectively to be eligible for conselling and admission. There is no boundation regarding no. of attempts and upper age limit also , so you can also appear next year.
