I think you are asking why there is no float option in UPSEE 3rd round of counselling, let me tell you there is no use of float option in the last round of counselling as whatever you end up getting is the final allotment you get. So either you have to take it are withdraw your seat. But there are to be 5 rounds in UPSEE 2019, so there is no float option because you already have used float in previous round and it won't change until you do it. So actually are using float that is why it is not there.
