Income certificate is not issued to the student but to your father. It is a testimonial of your family's income and not your income. I think you are trying to get it the wrong way. As for the domicile certificate, it is issued on whether your family is living in that state for 30 years or not. If you are eligible according to the law, then there is maybe some technical problem in getting it.

Convey the same to the administration of your college, and make them understand the situation.
