No, Other state SC rank and CRL are both 2 completely different things. Other state SC rank means the rank list of SC candidates from the states other than that of the university. CRL rank list is the Common rank list which has candidates from all the categories that are general, EWS, SC, ST, OBC, Home state, Other State, etc.
