Other state sc rank is also sc rank or not

An Sc rank anywhere is an Sc rank everywhere in India. But the government colleges which ask for the domicile as a compulsion donot consider other state students for any reservations in category. But it is not applicable in all states, so check the college and the eligibility criteria into which you want to get admitted to.
