Yes, but only for UR.

If candidate belongs to other state (who don't have domicile of UP) are eligible through general category, reserve categories apply on reserved candidates of UP.

ADDITIONAL INFORMATION-

Mediums - HINDI, ENGLISH & URDU.

Hindi language in devnagari script should be good.
