Yeah normally PAT or ICAR are compulsory to get in an agricultural university or college but there are some state university like Orissa can give you entry in their state agriculture college on the basis of our intermediate results. Then their are different rules and regulations for each and every state like in Bihar a student of SC &ST category could get in BAU(Bihar agriculture university) on the basis of 12th marks and only if their quota seat is empty after admission but General and OBC have to appear for the competition.

So you get government  college if you score good rank in PAT.
