There are a few options you can try if you can't download a PDF.  To save the document as a PDF, first see whether you can see it online, and then select "Print" from the menu in your browser.  If that fails, you may be able to download the file even if the option is disabled by using browser extensions like "PDF Download" or "Save as PDF."  Taking screenshots of the document and utilizing programs like Microsoft Word or online converters to turn those photos into a PDF is an additional technique.
