Mostly phones are allowed in engineering,medical and laws colleges because from your mobiles phone you can access Internet anytime which is sometimes not possible in PC's.

Well, most of the engineering and medical colleges allows phone at their residence or in the hostel . It has become a compulsory asset especially for the students coming from remote areas. But there are still some colleges which do not allow personal mobile phones in hostels and provide a common landline facility.
