Pwd means persons with disabilities having 40% and above degree of disability . These person enjoy 3% reservation in all the categories , that is Sc,St ,OBC and general.

The person belongs to OBC - PWD category, if he belongs to the OBC category and also belongs to the PWD ( person with disability ) category at the same time. So if you want to get a seat through this category then you must fulfill the criteria of this category. I hope you have got the point.
