your second part of question is not so clear. so i will answer whatever i understand.

with 67%, getting a good course in govt college is almost impossible. if you need low level course and there is a vacancy then you MIGHT have chance.

but for medical, with money, you cant get medical seat in govt. but try to get a private college. but that is possible only if you have a pass in neet. (150+). if not, you cant study medical this year.
