Yes, you are very much eligible for next round of counselling process if you have not registered for previous round counselling and have not done documents verification. Fresh candidates can apply for next round. However round 2 verification has been over and you can apply for the third round registration process now from November 10-11 , 2020. There are basically four important steps of UPSEE counselling procedure and if you miss anyone, you wont be allowed to qualify for that particular round of counselling.

1. Registration-: filling up the UPSEE form after you have received your score, you fill in the colleges and the courses, in which you want to apply.
2. Fee payment for counselling-(this is a part of first step itself)
3. Document Verification-; this is a mandate step and you need to go through this in order to proceed further
4. Choosing Freezing or Float of seat in the counselling rounds

But this procedure happens in each round. If you have failed to register for Document Verification then you cant sit in the first counselling and apply for a seat. However in the next round, again the portal will open and you will be able to register then you can go for document verification in the college in your city as provided by AKTU.
