Hello dear,

We are so sorry to say that it is impossible to study economics without having mathematics at  +2 level.

The reason being those mathematics is a very important tool used in economics either to provide solutions to complex economic problems or to frame models.

No government clg is providing this course without maths u may look for a private college for that.

If I'm wrong somewhere then pls rectify my mistake by replying back. It would be a great privileged for me to know.
