Yes 10% reservation act for economically backward class from general has been passed by both the house and also by the president. 

It will be put to affect immediately in 2019. It applies for both government jobs and education. 

Gujarat government has already implemented it. 

So now seat is split like this

50 % reserved for SC,  ST,  OBC etc

10% for economically backward

40 % general
