Yes, you are right. As per the Rights of Persons with Disabilities (RPwD) Act, 2016 (https://www.indiacode.nic.in/bitstream/123456789/15939/1/the_rights_of_persons_with_disabilities_act%2C_2016.pdf) , a person with benchmark disability (40% or more) including mental illness like OCD is eligible for reservation in government institutions like NITs and IITs .
Now, regarding the medical fitness certificate :
If the format says the candidate must not have any mental illness, then it goes against the RPwD Act.
The Act clearly says that a person with mental illness (like OCD) cannot be denied admission just because of their disability.
So, if you have 40% OCD disability and are otherwise medically fit to pursue the course, you should not be denied admission .
You can inform the institute about the RPwD Act and your rights under it.
If needed, you can also request a revised medical fitness format that is inclusive of disabilities.
