If you have studied continuously for at least 10 years in the state of West Bengal then you need to fill-  Proforma a1

If you are not resided in the state of West Bengal but your parent/s are permanent residents of the state West bengal then you need to fill- Proforma b

You can also prefer below given article for the detail information about eligibility.

Thanks for the question.

If you passed your 10th and 12th both from andhra pradesh then you can challenge for government seats there also.

Otherwise for residential proof, you have to show your birth certificate and residential proof along with proforma b to be eligible for 85% seats

Good luck
