There are two full forms of rmp. First is The Risk Management Professional

course and the other one is registered medical practitioner. You have not mentioned it in your question but going by public norms I will assume you are talking about registered medical practitioner. After getting your MBBS degree, you need to get registered to practiced.  If I have got the correct full form of rmp then you can select the good medical colleges and do mbbs first then apply for rmp certificate. But if you meant risk management professional.
