Firstly  congratulations for your rank in GATE exams, it's one of the toughest in the county and securing this rank is not at all easy . Now , you didn't mention any particular category so I'm just assuming that you are from general category. Below I'll mention the cutoffs in SV university for different branches:

Power systems : 3411
Communication system : 3538
Instrumentation and control : 4711
Signal processing  : 3798

Now with your rank, you don't come directly under the cut off but you can still expect a seat in the latter rounds of counseling. Infact the cutoffs every year are not the same and are subject to change.
