The filling of forms depends on the semester in which you're currently studying right now. If you are in your final year, then you can apply for further studies and courses for which the new academic session will begin in the upcoming year.

If the entrance examinations are taking place in between your semesters, then you need to worry about your eligibility. You can still apply as long as you keep the above point into consideration and you are eligible for admission.
