As you have mentioned that your neet score is 370 marks which indeed is very less to get any of the government medical colleges in any state.. Moreover, you fall under general category, which eventually decrease your chances to get a seat.. But its not bad to take a chance of participating in the MP NEET counselling..... So, i would advice you to participate in the second round..

But according to me your chances are almost negligible to get a seat in the government medical colleges even under state quota.... . But with this score you can get a Good private college...

Yes you should participate in the second round counseling in Neet MP 2019. as I can see you've scored above 350 marks you've fair chances of getting goverment dental colleges in MP.
I've seen students with 380 marks who have secured a seat in semi government MBBS colleges.
