If you are asking about admission to medical colleges on the basis of NEET UG score, every state has its own criteria.  For admission to Government Medical Colleges, candidate has to fulfill the domicile criteria or any other requirement as per the state eligibility criteria.

Also, you can apply for admission to private medical colleges in other states and yes you will have to apply for that state's admission authorities to get into the state list.
