If a force is perpendicular to the motion then F⋅x=0∀tF⋅x=0∀t , then the work

W=F⋅dx=0W=F⋅dx=0

So it's conservative.

If tt is time, then the force does not depend on the position, then all the derivatives are zero and its trivial to say that ∇×F=0∇×F=0 .
