Generally no cutoff range as such for free seat. Secondly no cincept of free seat, students need to however pay minimal fe eupfront for registration which is almost negligible amount and rest is sponsored .

Ranks within top 500 have good chances of such seats else for other rnaks above 500 payments have to be made.
