Your rankk in UPSEE is quite high for getting admission in Government Colleges of UPTU. One needs to have a rank around 5000 inn order to get admission in  governmentt college. Getting CS is then impossible. But I ssuggest you to look for some top private engineering colleges of UPTU like SRMS, Galgotias, AKGEC, KIET, GLBAJAJ, ABES and maany more. These institutions are doing great in terms of academics and placements as well.
