According to the category rank you have mentioned in the question you cannot get any of the top NITs with CSE Branch as per previous year's cut-offs but yes you can get CSE in some of the lower NITs like NIT Puducherry, NIT Hamirpur, NIT Goa if you deserves Home state quota for them or you can get CSE Branch in NIT Meghalaya even in Other state quota.
