Dear Amol, you cannot join any BAMS college without NEET. Now NEET is the entrance examination for admission to Medical, Dental and Ayush colleges across India. These colleges include both Government and Private colleges. So appearing and qualifying in NEET is mandatory for admission in Government seats and Managemen seats also.
