in case it's for AIQ counselling, then MCC is the conducting authority regarding this, there will be a total of four rounds of counselling: round 1 and 2, followed by mop up and stray vacancy where vacant seats will get filled, fresh candidates will be allowed in first  three rounds only, candidates allotted seats in round 1 cannot resign and participate further, candidates allotted seats in second rounds can participate further but they need to pay security deposit and apply fresh registration in mop-up round only,
