Yes, you can apply for b.com even with arts stream.
Even science students can opt for b.com.
The only problem with arts student is the subjects they had in 12th.
If you had economics/maths it shouldn't be a problem with you.
However, if you did not have any of the above subjects it will be difficult for you because the subjects will be new.
Accounts will be diificult.
You can study b.com.
