Yes, you can appear for JEE Main with your Delhi State OBC-NCL certificate, but for getting reservation in NITs, IIITs, or GFTIs, a Central OBC-NCL certificate is compulsory.

For Delhi colleges like DTU, NSUT, or IGDTUW, your Delhi OBC-NCL certificate is valid.
However, for All India counselling (JoSAA/CSAB), only a Central OBC-NCL certificate is accepted.

It’s best to apply for a Central OBC-NCL certificate to use reservation benefits both in Delhi and across India.

However, your OBC NCL certificate of Delhi will only be valid for admissions in Delhi government colleges that are implementing the reservation policy of the state and not for central institutions like IITs, NITs, or the central quota at JoSAA counselling.

If you want to get the advantages of the central OBC quota for the central institutions and through JoSAA, then you must have a central government OBC NCL ‍‌‍‍‌‍‌‍‍‌certificate.
