Of course there is a good chance that you will get a decent government college in Haryana or Bihar whichever the case may be. Following the cut off trends, scoring above 500 is good enough to get a good government college in India.
There are a number of good medical colleges in Haryana and Bihar from which you may choose depending on your rank like PGIMS, MAMC, SGT etc.
