The certificate and document verification is done only once during the course of the counseling process and is done finally at the respectively allotted institute just before final admission process. Now if you want to exercise the option of getting a better institute in the subsequent rounds of counseling then you need to agree for the up-gradation option when you were allotted a seat in the first round of counseling.
