Yes, you can apply for the march session later. The authority have announced that before each session of the exam the application portal will reopen and the eligible candidates can apply for the exam. Also, if you want you can apply for all the remaining sessions together once.

The registration which is going on now is for the February session of JEE Main 2021. If you don't want to apply for it, it's okay, you will have a different registration period for the March session.
Exam Date for Phase 1 February 23 to 26, 2021
Exam Date for Phase 2 March 15 to 18, 2021
Exam Date for Phase 3 April 27 to 30, 2021
Exam Date for Phase 4 May 24 to 28, 2021
