Hello there
You can get many private colleges for Civil as well CS also. 14k rank is a good rank in UPSEE.
Being a home state candidate and having OBC reservation is an added benefit here.
The colleges you can get are

Ajay Kumar Garg Engineering College
JSS Academy of Technical Education
ABES college
Galgotia College

And many more other colleges.
