Yes you can apply for REAP counseling process. But your jee main percentile is very low to get you any good engineering colleges. But due to your boards perrcentage you might get a seat in some engineering colleges. 
The last date for REAP registration is 30 June 2019. So please apply soon.
It should be noted that REAP 2019 admission to B.Tech seats will be carried out through two channels i.e. based on the JEE Main 2019 scores and 10+2 marks.

Also, JEE Main candidates will be given priority in seat allotment over other candidates.
