Hey,
The required % in boards to appear for NEET is you should have 50% combined in PCB. As your criteria is not fullfilling you won't be able to give NEET!

In the internet given as obc category has min.40 % in pcb so i am cant give the neet exam ?

Oh yes sorry I didn't see that yor are a OBC candidate. So being obc candidate you have to have minimum 40% so yes you can appear for NEET 2019!
