Getting 71% is good if you are from Bihar Board as the top 20 percentile cutoff goes very low. Yes you are eligible for getting admission in any IIT/NIT/IIIT/GFTIs. There are two conditions out of which one should be fulfilled , either you must be in the top 20 percentile of your board or you most secure 75% in the board exam. You have satisfied one hence you're eligible.

If you are in the top 20 percentile student of your Board then yes you are eligible to appear for advanced because according to the criteria, the student needs either 75% aggregate or needs to be amongst the top 20 percentile of his board.
So if you are fulfilling any of the above two criterias, then yes you are eligible to Appear for JEE-ADVANCED.
