No dear, you won't be able to get JNU in this rank as the cutoff in spot round also is around 8000 OBC rank, and here I am attaching a link if you want you can check by your self the cutoff of previous years.

Honestly it is very tough for you to get a seat with such a rank. No National institute of technology will accept this rank, so dont be dishartened and look at other exams which you may have given. If you have not given any other, its still okay. Many other colleges also accept jee main scores.
