Yes, definitely you can attend the counselling but you won't be able to get a seat until you produce and submit all the necessary and required documents.
Try and get them as soon as possible, and sometimes the counsellors do give a few hours like 48 hours to produce the certificate.
If the documents are not that necessary you might also get a seat.
