No you can't apply for pgecet as you have to write your percentage of btech in the application form definetly and if you have backlogs definetly you will not get a good percentage and you will be not eligible for applying too , so after your announcement of results only apply for the pgecet , hope that you will definetly clear all your backlogs and apply for the pgeset , all the best for your coming exams
