If you have missed first round of counselling and if you wish to attend second counselling then yes, you can participate in second counsilling.The official dates are not yet announced.And it is not clear whether you are asking regarding TS EAMCET or AP EAMCET.But second counselling has not started yet in both the sates.Once the official dates are out then you have to register online and pay the registration fee and attend certificate verification.And you will asked to exercise options when everything is done.Do visit official website of respective states and get updated with the dates.Also you can use the below links, as you have not mentioned the state I will give you link for both states
