Sir I have passed in 12th but I got 40% in Pcb..is their any chance to get seat in bhms..

Admission to medical colleges is done through NEET only. For getting into any medical college, your class 12th score won't help. For getting into any government medical college, you should have a score of 450+ in NEET. Also, the competition for those seats in government colleges is very very high, so yes 450+ is the minimum requirement. But depending upon your category it may be variable.

But 50% is compulsory to fulfill the neet criteria.. Eligibility in pcb is compulsory...and i m Not eligible. What should I do.. Is their any chance to get addmission in. Bhms.

No, you'll not be eligible then, only if you belong to the reserved category, you'll have a chance to get into a medical college with 40% in boards. Otherwise you'll have to apply for improvement exams and improve your marks in these papers.
