Now coming to your query, As per my knowledge and research, Telangana students without a Domicile certificate of AP can't apply for  AP state quota or 85% seats. Students who have a Domicile certificate of AP are only eligible to apply for AP state quota seats. So you can't apply for AP govt seats but you can apply for Private college seats through management quota.
