Yes you may have chances to get better colleges in the 2nd phase of counseling if and only if the colleges have vacant seats for the course which you have applied  or any student willing to leave the seat and change subject or stream to any other course . Most of the times colleges do have vacant seats till 2nd or 3rd rounds of counseling. So you have a high chance of bagging the college of your choice .
